Early Presidency
In 1991 ninety-two organizations came together to form a new non-racial, non-sexist, and democratic government. Five issues were discussed to set up a new South Africa: A new constitution, setting up an interim government, future of the Homelands, and an electoral system. This plan was called CODESA 1. One representative and one advisors from each negotiating party were sent to make these plans. the next meeting would start in March of 1992, Throughout CODESA 1 the NP 9 (National Party) felt excluded like this plan was replacing their role. To show their support for CODESA 1 they held a referendum for whites only, a no vote meant the continuation of sanctions a yes vote meant to make a new government, the majority said yes.
There were two areas that CODESA was stuck on. The NP wanted the MK (ANC’s military) to be disbanded. The ANC viewed this with suspicion. The ANC wanted to restructure the SABC (South African broadcasting station). They thought that the SABC was corrupt and sided with the government. The NP didn’t like this they thought it should stay the same. The two parties could not agree and thus was the failure of CODESA.
